I see a lot of confusion here.
Hyperthreading has absolutely nothing to do with the CPU's clock speed.
What you're looking for is actually the boost clock.
Main line, read, listen and understand: Ryzen 3000 CPUs have issues with older games.You will have to have a certain level of PC expertise to work your way around it.
You have to have a capable CPU cooler, otherwise Ryzen 3000 CPUs will hit their thermal limit pretty soon.
The mainboard's BIOS needs to be up to date.
The mainboard drivers need to be up to date.
PBO (Precision Boost Overdrive) can have a severe impact. Try to change it's different settings (auto/on/off/whatever) to see if it changes anything.
Many mainboard vendors provide additional tools and utilities that feature e.g. "gaming modes", where you can raise the clock rate manually.
Ryzen 3000 CPUs often cannot detect the CPU load correctly if it's on a single core only. Use said mainboard tools to raise the clock manually instead.
Make sure you're using the right tools to read the clock rate. In doubt, use AMD or mainboard manufacturer tools. HWInfo needs to support the mainboard, otherwise it will read wrong values.
