hsfx 7 installation issue

Hello! I have installed il2 and patched to 4.12.2 as in the instructions here, then downloaded hsfx 7.0, installed into my il2 folder but there is no jsgme in the game folder to click on to enable hsfx 7.0.
 In another separate installation of il2,  installation I have installed modact 5.30 and the jsgme options for modact 5.3 and all is fine, I can select which mods I want from the jsgme mod selector screen.
does anyone know why there is no jsgme ?
