How to get seaplane bases to work in a dogfight mission (HSFX)

Hello everyone,
I'm having an interesting problem with a dogfight mission I made using the Aleutian Islands map. Now I made this mission back when IL-2 still used 4.09 so I updated it to 4.10. With the updated version I added two seaplane bases, one per side with the proper aircraft (A6M2-N,H8K1 for the Japanese and the PBY for the Americans.) Then I tested the mission on my server and found no problems, then I asked some of my friends who play IL-2 to try out the mission and they weren't able to spawn at the seaplane base while I was able to spawn at those bases.

Does anyone know how to correct this problem?
