It is has been released everywhere EXCEPT the Americas. It is available in 6 versions:

Russian Steam only (as 'Battle of Britain')
Russian standard (DVD in case)
Russian Collectors (with game manual, cloth map, Spitfire manual and DVD in case)
International Steam only (as Il-2: Cliffs of Dover)
International standard (DVD in case)
UK Collectors Edition (with ring-bound game manual, cloth map/tee towel, Spitfire manual and DVD in case)

I've seen the standard version in a few select stores (on the bottom shelf, buried underneath some much older games) and I just received the UK Collectors Edition. From reading the forums, only select countries are getting physical copies (being those with a major Ubisoft branch, such as UK, Australia, parts of Asia etc), Russian editions are distributed directly by 1C:Maddox and the remaining countries have to purchase it via Steam.

Just out of thought... Why is the Americas excluded? are they planning a release for that later or no?

You may have your release in about in 2 months : Russians and Europeans players are just playing betatesters (1C abused the trust of customers)... you can expect some improvement in graphics (with a very solid rig) but as for me IL2 1946 is still the best.

Is there anything like region encoding stopping a US customer buying the version available in Australia?

Nope, you can buy the Russian version for $15, download the English dll and have it.
