Problem with file FoamNV40.tga

Hello everyone, as in the topic, after installing the Voronezh and MrO Kokoda maps (I use the VP Modpack 1.2 Beta), the game stopped "reading" the FoamNV40.tga file, generating this error:

Before the last launch of the game, everything was fine, as in the screenshot below (MrO Kokoda map):


and now I can't load almost any maps except three: Winter1, Winter2, Summer2
The maps can be loaded when I change the water settings in conf.ini from 4 to 1, but then the appearance of the water is not satisfactory.

Unfortunately I still haven't managed to solve this problem, maybe something is wrong with the conf.ini settings?:

conf.ini looks quite odd in parts for a GTX 970.

Thanks for the answers anyway, I moved the game to the C drive to the Games folder, but that didn't help either,
I hope someone will be able to help me solve this problem.

check th texture with any graphic program you are confortable (gimp, irfanview, PS etc etc ) as lately I came across map textures with TGA extension but in reality they were jpeg or similar and therefore not usable by IL-2. Once converted to the correct TGA format the error disappeared.

Thank you once again, Mike and Frankiek for yours help and hints,
 I think I have solved the problem at least so far all maps are working,
in Vp modpack the water textures are outside the Mapmods folder :

and so far there has been no problem with it and I have been using Vp modpack for quite a few years,
the solution was to move the water textures to the Mapmods folder, simple right :-X :P  :-[?
