I would say the server the file is hosted in failed. It will be fixed. Patience.

By the way, I only recommend this mod for testing purposes. Check this post. Don't use it in BAT: BAT comes with custom effects and many objects in BAT have custom visibility distances. I will remove the BAT tag from the title.

The link works again. It got fixed automatically. When a MediaFire link fails, just wait a day or two, unless you get the message "the download no longer exists" or similar.

I can confirm in any case that the mod does not seem to work in 4.10. My version gets a ctd at 20% when the mod is installed and the config.ini edited to include the new parameters.

Shortly after updating from 4.12.2 to BAT 4.0 earlier this year I altered the four visibility distance values as set in World.class. Instead of making this an option adjustable through conf.ini.

It seems to work fine, at least as far as increasing the visible distance of smoke effects.

It's worth pointing out that this by itself will not necessarily achieve the desired results. The .mat files for the textures have a max visible distance value that imposes an ultimate limit. The class could have 20000m set, but if the .mat file limit is 5000m, that texture will be invisible beyond 5000m.

I would love to have more info as to why this approach is not wise to use with BAT.

Here's a first release of the mod, screenshot, using the second farthest distance class files.
In BAT 4.2.
It's the best IL2 '46 has ever looked for me, and I've had no problems so far, Glenn. I'll use it until I see a good reason not to. ;)
