I have faced problem with 70% STD in both 4.12 and 4.13.

But it works normally when these two lines are deleted from the game's chief.ini

Unfortunately I fail to solve this problem for me. Everything seems to be installed correctly but... :(

In a case like this there is only one option!
Test by changing the lines of the chief.ini!

Hello again. Got it to work just fine. I installed the texts n their property place starting backward, last  to first.  Techniques to Chiefs. This way ( for me ) you take more care to place text in the proper last install position after its' type. Again works just fine. Thank you for your time and works of art.
