How can I install these type of clouds into all my other maps or the entire game?
You should just treat clouds textures as any other landscape texture. You can choose which cloud textures you wish to use by editing the load.ini
Usually you'll find a line like this

HighClouds = Clouds256.tga
The file 'clouds256.tga' is a texture and is located in the root of the _Tex folder. That means if you place other cloud textures in the same location you can replace clouds256.tga with another clouds texture should you wish. Of course, you must also physically copy those clouds textures to that location first.
What yu can also do is make clouds textures map specific, by putting the clouds textures into the map textures folder. Then you will need lines like this to point to the correct location
[APPENDIX]
HighClouds = ag/Harbin/Clouds_UUFF256.tga
or
[APPENDIX]
HighClouds = Avala/benghalli/Clouds267.tga
or whatever ...
And you can change the look of maps considerably this way, using thin, high altitude clouds for desert maps for instance ...
You can also make your own cloud textures though there are apparently a few rules to figure out first.
