not sure if you're asking if you can use the map update with modact, or just the blank Kronstadt plate... but in both cases yes you can.
Both Cannon's original map and VPmedia's update use a lot of objects that aren't in a stock install (or in a basic modact install either) so you'll need to do some work to collect the objects you need. There isn't any particularly easy way to add objects to a custom install - but on the other hand it isn't overly difficult either. The hundreds (thousands even!) of add-on objects out there are well worth having... I'd even say it's kinda addictive once you get the hang of it!
A nice way to get the objects you need without collecting a completely customised set is to grab Boomer's object pack. There's a couple versions (the first one was traditionally 'packaged' - a later version is in 'SFS' files which are how the original stock game works). Have a look at these links:

I love working with custom installs... so if the idea appeals to you too, stick with it even if it seems a bit daunting at first. My computer is getting a little old, and for me, performance suffers with the big mod packs like UP, DBW & HSFX (although I have them all installed too!).

PS: I forgot to mention, for modact you'll need the original version of Cannon's map... so that you can apply VPmedia's update to the original. From memory the original map is getting hard to find these days, so let me know if you can't find it and I'll upload it and PM you a link.
