keep everything as it was in your first conf.ini if you still got it

go to OPENGL section and change only these things

TexFlags.TexEnvCombine4NV=0
TexFlags.TexEnvCombineDot3=1
TexFlags.DepthClampNV=0
TexFlags.SeparateSpecular=1
TexFlags.TextureShaderNV=0

Hardwareshaders=1
...
Sky= 2

whats your game version btw? and what modpack are you using?

                Try these settings in your ATI catalist . I also run the big cloud mod and have no graphical problems using 12.2 drivers .

Anti Anialsing ..............
                                   Mode = Enhance Application Settings
                                   Filter = Edge Detect
Anisotropic Filtering ....
                                   Use Application Settings
Tessellation ..............
                                  AMD Optimized
Catalyst A.I ..............
                                 Texture Filtering Quality = Quality
                                 Enable Texture Format Optimization

                                  Off Unless Application Specifies

... sorry from me, too lazy to reread the entire bigass :D 4 pages ;)

I recall similar issues until I put in two files named "il2_core.dll" and "il2_corep4.dll" into my install, replacing the stock ones. Now that's actually not my invention and almost all IL-2 flyer here knows it.

However, it solved my issues which were caused by the problematic Ati driver.

I assume it won't help you, but trying won't hurt neither.
For IL-2, the only drivers which really satisfied me are the 10.5, 10.7, 10.9 ones, none of the latest. Even  returned my AMD 6870 for that reason, IL-2 looked shitty and isssues arose.

BTW: I do not recommend Anti Aliasing "edge detect", that is the strongest and most ressource eating setting.

Also disable Vertical Sync if possible, this can also eat ressources...etc.. :D

At a glance I can see you are missing one option under [Render_OpenGL] that causes this. Change the following line: TexFlags.TexEnvCombineExt=0 to 1 and the black scenery is gone. Those 3 choices there, one above and below this choice are imperative to be kept at 1.

Also you can try to set the following lines to 1 as well:

TexMipFilter=2 to 3 (enables Anisotropic Filtering]
TexFlags.TexEnvCombineDot3=0 to 1
TexFlags.SeparateSpecular=0 to 1

Otherwise your setups looks OK. I hope this helped.

Orville. This anomaly you have is due the DLL-files that are in IL-2. Called il2_core.dll and il2_core4.dll. Best ones for me are the ones dated 13.3.2008  (I attached those!), but you get rid of those artifacts also by enabling Catalyst AI at Standard setting ...(..I always keeep it off)....

A small tidbit picked from 1C forums from ATI thread Smile To get Vertex Arrays working without the annoying "blue hue" do the following: disable Dynamical Lights in conf.ini under OpenGL. Set from 1 to 0 and save. Does the trick.

It's not wrong, but it does not look as well as Open GL and water will be way less animated.
If I was in your position, I would rather fly without clouds or better, try one of my above tips, e.g. inserting those two files.

You can BTW deselect clouds in your ingame setting and still get haze and stormier water by changing the weather, some chaps even do that on purpose for an atmospherically flight with haze but no clouds.
I do that sometimes when flying over the desert or whenever I feel like it. Not bad at all.
