I assume it is the entry for the all.ini:

 Sued_Germany_crew/load.ini
 Sued_Germany/load.ini

Just looks weird to me.

Should rather be:

Sued_Germany_crew Sued_Germany_crew/load.ini
Sued_Germany Sued_Germany/load.ini

I know the 70% loading error for maps, and it always had to do with wrong all.ini entries or non loadable maps due to missing stuff IIRC.

Apart this the two maps have the same files!

Only difference is the actors!

So you can install only one map (I make an example for installing no crew map and then add missing crew files):

1) Install map WITHOUT crew folder;

2) add the map WITH crew actors.static;

3) rename the map WITH crew load.ini into load_crew.ini and add it;

4) add the lines:

South_Germany Sued_Germany/load.ini
South_Germany_crew Sued_Germany/load_crew.ini

Good idea..if I am not mistaken, you only need to copy the actors static from one map into the other and rename its load.ini and also add it to the other map.
Then proceed with your naming suggestion, e.g.
For me quite easy, simply chose the crew version.

   I have both maps working but "crew map" wont save.
I expect that an object is missing probably the "crew".
Can anyone tell me where I find the missing object or
whether I need to do something with the "actors static"
