Tinkering with making a mission, and wanted to see if anyone has and quick tips for me; Me and my wingman will taxi into takeoff position on the runway. How do I get him to take off with me in formation? Right now, he'll sit there until I'm well towards the end of the runway and rotating. I've tried a few different settings but to no avail.

you need to have separation (to the side, in your case; best way is to have the AI overtake you and be in front of you). Iirc, there was also a separation setting in the waypoint settings - try making it 0 on the last taxi-to-takeoff waypoint.
