The all.ini file should be located in the same folder as the maps folders, something like .../MAPMODS/Maps/
there is most likely another all.ini in some folder that loads before that one?
There is no overhead control inside the game for this. Either the file is not formatted correctly or not placed correctly or overriden by another one.
Of course there is one in SFS.... the stock one at least. But anything in a mod folder overrides a file from the SFS. That is a forced hierarchy. Otherwise we would not be able to mod. SFS content is not your issue.

Sorry to bother but I discover a little issue in the map:
Levante_Spain_Jir
....the Palma de Mallorca main airfields (the one with two runways in the south of the island) have bumps at both ends of the landing points....take off is without any issues....
My suggestion for a quick fix is to give them a little more lenght by flattern the terrain at both ends....this will keep compatibility with all the mission build over them....
Those are the last waypoint in one of my missions if you like to test....
