Title: When can be labels.txt file useful?

Some maps have this file empty, som have this file absent at all.
Can anybody show how this file might be useful in either map building or map use?
Is there any advantage of using this file?

It's probably an obsolete tool in the original design of the program that has no real use.  That's why it just sits there and does nothing.  Just my opinion though.  :-|

Just for curiosity's sake, the Balaton map has a 21kb labels.txt file. All of the entries are:
0 0
0 0
0 0
0 0
0 0...
