I can answer that.
We made a little error with these radars, we should have to change the name and we forgot it.
The reason is that we found these objects from channel one a little easier to destroy and less distance of visibility.
We fixed the destroy level and we have to increase the level of visibility (but doesn't find a way to do it yet).
So, by that way these objects will be differents from the original, that's why we decided to make a new entry in static.ini

Just a little suggestion:
About the destroy level it's good your fix and I can't say absolutely nothing!
About the visibility distance I believe that is game engine managed....so there is nothing that we can do!
About the name , your tower load from a dedicated folder so , to allow a complete compatibility and to avoid every double entry conflict , you can rename only the first line like this:
[buildings.house$RadarTower_Receiver_STRONG]
or
[buildings.house$RadarTower_Receiver_DK]
to avoid double entry....
Change the actors static corresponding entry and all we can have both!
