Oh wow yeah, that PC is a tad too weak for IL-2 Great Battles.
The minimum system requirements, straight from official source, are:

Internet connection: 256Kb/s for single-player campaign, 1Mb/s and faster for multi-player
DirectX® compatible flight stick is recommended
The CPU requirements translate to roughly 1500 Single Thread Passmark points. Take this list as reference:

2GB VRAM on the GPU is really mandatory. Anything below that is just "proof of concept" - I know what I'm talking about, I'm using a PC with Nvidia GT-740 for development myself, and while it can basically run IL-2 GB, it would never qualify for playing it.

Actually for smooth FullHD gameplay you will need the 4000 points minimum, I personally play on a Nvidia GTX 970 worth 8585 points and that's where on all maps, all missions I can have nearly maxed out settings with a stable 60FPS @1080p.
Your Radeon 6550D scores 649 points.
That misses both the VRAM and the performance requirements by dimensions.
The Nvidia GTX 650 scores 1832 points by the way and you will definitely
not be happy with that for IL-2 Great Battles either.
