Are you sure you respect speed limitations ?
On some planes, flaps automatically retract when speed limits are overtaken.
On other planes flaps blow up

If it's Hardware, it is very annoying. I had the issue on my X52pros,
when set to an axis, even with sdk it constantly rode fast through the
axis, forth and back.

I have this Issue with all axis and normal Buttons in ClOD too, most annoying.

Here in IL-2 there's a small fix.
You need two Buttons, 1. for flaps down 2. for flaps up
Get used to it or buy a better Hotas. It's up to you.

I have this too and was about to make a thread about it. Mostly happens on the ju88 for some reason.

In IL-2 1946, Ju 88s make their flaps automatically retracting in 250 km/h or higher speeds.
Both Player and AI cannot deploy flaps in those speeds.
It might simulate historical Ju 88 design to avoid jam/break flaps in too high speed, too high G stress.

Similar flap safety systems are provided for other stock planes.

USN fighters --- F4F / F6F / F4U --- have more intelligent system.
They have each final limit speed in IAS F4F=270km/h , F4U=360km/h , F6F=645km/h . But in over 130 / 165 / 150 km/h areas they make smoothly small units retracting in speed increasing.

Hurricane has only smooth small unit limiter , working over IAS 140km/h.
