Probably a bit of both.  I've noticed too that you don't actually have to "touch" certain objects to wreck your aircraft.  Flying close to a building object will sometimes be enough to result in a crash.

I don't suppose in RL that a parachute would cut the wing off but I think it's fair to say that no fighter pilot would take a chance on colliding with a parachute anyway.   The canopy, shrouds/lines and the parachutist himself could have horrendous consequences on your airframe.  Given that this type of effect can't be simulated in the game I assume the devs simply used a collision box which kinda makes sense.

Both objects have collision boxes surrounding them, which aren't necessarily matching exactly the visible contours of the 3d model (usually are somewhat simplified in shape, to reduce the processing impact of collision detection). The game then determines if two objects are "touching" not by if their visible models are touching, but when their invisible collision boxes intersect eachother. And in case of some objects this might actually be quite a way off.

Ivan especially for You I made small mod with resized collision box for Parachute.
That is default collision box

That chute is harder to shot down(violet cone area) -not as default -pops like balloons
