Effect editor

Moved this to it's own thread as I have done some more work on it.

This version can save the edited eff files and allows you to change materials.

I have used it to edit several effects in the 3do\Effects\Fireworks path which were barfed (0 particles of 0 size etc.) and it all went smoothly.

Next thing to add is changing material properties.
