I tested the version of PFM and takes place in this version of the problem as the earlier MiG-19, namely you can not land the aircraft with weapons, empty MiG-21 PFM lands without a problem.
I test the other versions and let you know how they behave during landing.

 Yes I have common utilities 1.09, latest weapons pack as listed for pack, running 4.12.2m( with no new problems  ).

be carefull, the Landing behaviour is changed, now is difficult as the true MiG-21

you had to land at 320 kmh with high power (more than 70% sure)

anyway..... in your game all runs ok?

Will add files later if needed. Conclusion: This pack misses files, those who could load it had those either by accident in their installs or via other mods.





...report 1st test FM check, 2nd test loading the pack tests.


First 2 tests ,




1st test:
All Older 3rd Gen Migs enabled (newest classfile and FM file there 18.09.15), previous 2nd Gen Mig-21s eneabled (same date)
 !!but!! all new classfiles and FMs load !first!: Weapons pack active or not makes no difference for the load.



Good:
No sustained Gs so easily without stores. That is new and only changes a bit when fuel is low.

Takeoff and landing behaviour: Better it seems.

Roll speed as well.

Low speed performance compared to earlier versions, turn at low speed.

Turn G capability at 4000-5000 ms better.

Loss of Gs modelled.



Not so good --or nothing I can judge good or negative:

2 droptanks and a gunpod:
Stall with flaps set at stage one at ca. 540 km/h sea level. Very high stall speed in a turn.
Roll rate has lowest peak around 950 km/h with 3 seconds, seems from 950 km/h to 1000 it is always the lowest. Just stating, not judging.

G rates
Around 5000ms maximum G at 4.1.
At 3848m and 1170 km/H (soundbarrier breakthrough) 4.6 Gs max.
3268ms and 1032 km/h:
5.6 Gs.
With afterburner in and slight descent then down to 2300ms finally: 6-6.1Gs sustained for ca 10 seconds.
OK.

Fuel tanks dropped:
Ca 6315 m, ca. 1150 km/h: 4.3 G sustained for a few seconds.

(Ca) 4500 m and 1050 km/h -1000 km/h :
5.8Gs


2200m and 1000 km/h and falling:
7.3 Gs and falling-generally Gs drop faster the lower the speed.



A few negatives:

No stores, clean config, ca 4000-5000m, flaps at 1:
Stalls more easily than at sea level.


Clean configur. and fuel almost empty: Wish in that configur. it would be a bit harder to reach 10Gs at sea level, I only need a very slight pull and the less fuel the longer the sustain rate. Still good that wing load finally has an effect.


What I found last night and today with only gunpods or clean config: Around sea level and higher altitudes it seemed there is more trimming required than before.

Stall speed seems too high, yet good that slow speed capability is implemented.

2nd test row, after reading the past replies:

Tried to get the new pack working on its own:

Just keeping the old air.ini and plane.ru and stationary entries did not do the job 25% crash..

Kept the name at "Mig-21_pack".

Here the entire logfile:


Renamed the folder to "!!!Mig-21_pack".
No difference.


Tried the weapons pack active:
Still crash.20%


Weapons pack loading after Migs:
15% crash.

Logfile:



Added static ini entries:
No change, funny is load screen seems to even go at times from 20% back to 15% and then crash!

Tried all sorts of options in naming with that new static ini, always crash.

Added new stationary entries:
Again, 20%, BACK to 15% and crash!



Finally checked plane entries:

Already in.


Now:

Kept only air.ini and plane entries as well as old stationary:


Added in the entire combined 3D, effect samples and presets folder from the previous 2nd and 3rd Gen Migs:

Nope.

So far no way to load the new package, something must be missing.


BTW the weapons pack works with all the previous Mig folders and the new classfiles.


What I assume is the culprit must lie somewhere with the 3rd Gen Migs as your newest upgrades for those always caused issues on my system, and IIRC only one classfile.
So I would try to nail that one down, using one of the 2014 classfiles one by one...or vice versa.

Or: The fact that the new classfiles work when the others are active but load later lets one clue:
There must be a classfile or more missing from previous packs!

Final test:

Kept new Mig-21 package and added (Let overwrite!) older 3Do, Effects, presets and samples folders.

No. There you have it. It is classfile related.

Final test:

New folder Mig-21, all 3Do, effects, sound folders.

Delete all! classfiles and FM file!

Add in:
Older/previous Mig-21 2nd Gen mod classfiles and FM file.
Add in, allow to overwrite all previous vs 3rd Gen classfiles and FM file.

Add finally: All new classfiles and FM file from last day. Allow to overwrite:

There you have it: Loads.

You miss old classfiles and / or FM files. DELETE all classfiles and FM files in your Mig-21_Pack folder!

Insert these:

This is not cockpit dependant BTW, only classfiles and FM files. My guess: You miss some FM data files.

While my solution works for me, Vega's fix now causes a 70% crash, which tells me he is close as well.
I only miss the new static ini entry as per KT's post  :-\--edit, nope, I  miss more, as the crash persisted...so, next step would be checking the other inis...or feck it and keep my way. :P

this means that you had to cancel previous strings from your stationary

anyway, seem that i found a problem in Landing, maybe there is a miss classfile with wrong code, and it have too much flaps lift

there is an error in the main classfile, a wrong code cause strange flaps Behaviour

Well, now that I have two versions to choose from I patiently wait for the update.
I recall after my nagging in the Beta 4.10 Migs Vega and Wasted tuned the Fms to be close to the real Migs in the first place, IMho Vega, BT~Wasted and Texx gave the Migs the final touch back then IIRC.

As for landing - the thing is a little bit more difficult than it seems. Landing was done usually with 40% throttle or so.

The flaps had really big area and when landing, they had quite a big AoA - 45°+ plane's AoA (so basically, if you happen to exceed 45° AoA, interesting things will happen) - thus there was not linear flow above it, thus reducing the lift. For that purpose SPS was done which allowed some of the pressure from compressor to go on top of the flaps when landing. That means - if you shut off the engine, you couldn't land safely with landing flaps (right procedure was with takeoff flaps). When landing with big flaps + 0 throttle, plane had even less lift than with small (take off) flaps. So you had to open the throttle a bit (40%) so that there was enough air above the flaps. But if you add too much throttle, the lift drops again - because it zeroes the pressure difference (that's how lift works, if you didn't know so far, guys).
