Yeap...It can't be used as a Carrier for Spawning. Despite that and until this may probably be fixed, there is a way to spawn on it & thus this ship can certainly be used in Single or Cooperative missions with following restrictions : Frigate must not be moving during spawn, take off or landing (speed 0 & time out for few mins) 

In FMB you have to be at max zoom in to the heli deck & centered to it. You assign 2 waypoints for Huey, very close to each other, the second one at almost center of deck & the starting one very close over deck also (just for determining orientation of Huey spawn). You use for spawnpoint 0 : Height = 9m & speed = 35 Km/h and for second one Height = 9m & speed = 0. The heli will just land gently on deck. CHOCKS IN Immediately. From now one, you may proceed with your mission...

Good thing this is only a beta, I have to look into this problem as before the release only 3 ppl had it and only 2 tested it. i am using 4.10.1 dbw ill test it on UP 3 and see if there is any issues.

I been so Busy I forgot that that I was meant to add something to ships.ini so the flight deck is my problem, I am updating the link with the correct ships.ini

Believe it or not the missing text is IsAirport 1

for those that have it ust go to ships.ini and add this under sound move
