Are you installing the right TFM for your game version?
The original and outdated Full Monty for DBW 1.71 has 27 packs, is this the one you are trying to use? https://www.sas1946.com/main/index.php/topic,28809.0.html
There is also a TFM for version 4.12.2 of the game that contains 27 packs but it will not work with DBW.

There is an updated New TFM for DBW 1.71 that replaces the first one above and contains more packs (37) but it is actually an improved and streamlined version.

It can be a frustrating procedure to update IL2 but it is well worth the time and effort when you finish.
If you want the newest content I advise you to patch to 4.12.2 and add TFM- 412 The Next Level.
Activating packs with jsgme is a slow process but is the safest way to upgrade.
If you know how to add the packs manually it will go much quicker but a mistake means starting over.
No problem with questions here, just add as much information as you can about what version you are having problems with.
Thanks for the reply. I did the original FMONTHY as described in the forum. I was downloading, unzipping and activating the mods simultaneously and that may have caused some corruption.
I deleted that install and started over, doing one mod at a time until all 27 packs were deployed and it worked.
You are right about the various update options causing confusion. What I am looking for is WWII + Korea + Vietnam. I prefer the pacific theater in WWII - particularly Rabaul and the Philippines (my wife is from the Philippines so I joke with her tell her that I coming to her rescue).
With the setup I have now I have the F-4s, A-4s, F-100s, F-8s, etc from the cold war pack. While the planes look really good - the F-100 is really well done, some the AI leaves a lot to be desired. My F-4s will take off in full afterburner, climb out and then dive into the ground.
So what is the best way get the most recent version IL-2 with working WWII + Korea + Vietnam?
