PZL23_PZL42_modpack.zip contain:

PZL23_PZL42v09.7z     for 4.09
PZL23_PZL42v10.7z     for 4.10
PZL23B_PZL42_skins.7z
ForgottenCountriesAdd.7z
README.txt

all of them must be unpacked before and than its content copied into their directories
